VSS problem [The Elements "buildProviders" cannot be defined the application level]

me and my friend have just started working on VSS.

we have both shared the project through VSS but when he builds the project

he gets the above error. while i dont get any errors bcoz i have added it to the source control

please help...work on hold...

I'm not very sure if this is the same problem as you have met, see:
